Microsoft has published a detailed framework describing how it intends to build AI systems responsibly, formalizing six core principles — fairness, reliability and safety, privacy and security, inclusiveness, transparency, and accountability — into a company-wide governance and engineering structure.
The publication, posted to Microsoft's official policy blog in June 2022, arrives as the company deepens its investment in AI across products including Azure, Office, and its partnership with OpenAI. It represents one of the more comprehensive public accounts of how a major technology company translates high-level ethical commitments into day-to-day engineering and product decisions.
Responsible AI cannot remain a set of principles on paper — it requires tools, processes, and accountability structures embedded into the way engineers actually build.
Six Principles, One Governance Body
At the centre of Microsoft's approach is the Office of Responsible AI (ORA), which the company says sets the rules and governance processes that define responsible AI practice across the organization. Working alongside ORA is the Aether Committee — an advisory body of senior employees spanning engineering, research, and policy — which provides guidance on specific questions about sensitive use cases, emerging harms, and new product categories.
The six principles themselves are not new. Microsoft first articulated them in 2017, but the 2022 framework document attempts to show how those principles have matured into operational systems rather than remaining aspirational statements. According to the company, each principle now has corresponding internal tools, assessment processes, and team-level responsibilities attached to it.
From Principles to Engineering Practice
Perhaps the most substantive section of the framework concerns the tools Microsoft says it has built to help engineers and product teams act on its principles. The company points to Fairlearn, an open-source toolkit for assessing and improving fairness in machine learning models, and InterpretML, a package designed to help developers understand how their models make decisions.
Microsoft also describes an internal process called the Sensitive Uses review, which requires teams working on AI applications in higher-risk domains — such as facial recognition, emotion detection, or systems that affect access to employment or healthcare — to seek additional scrutiny before deployment. According to the company, this process is mandatory, not advisory.
The framework also acknowledges that tools alone are insufficient. It describes ongoing investment in what Microsoft calls AI red-teaming, a practice borrowed from cybersecurity in which dedicated teams actively attempt to find ways an AI system could cause harm, produce biased outputs, or be misused before that system reaches users.
The Accountability Gap That Frameworks Must Bridge
The publication of responsible AI frameworks by large technology companies has become increasingly common, and critics have questioned how much weight they carry without independent verification or regulatory enforcement. A 2021 review by the AI Now Institute of corporate AI ethics documents found that the majority lack specific commitments, timelines, or mechanisms for external accountability — reducing them in practice to reputational instruments rather than binding governance.
Microsoft's framework does not include third-party audit requirements or public reporting on how often its Sensitive Uses review has blocked or modified a product. The company does not disclose the number of employees working within ORA or the Aether Committee, making it difficult for outside observers to assess whether governance structures are adequately resourced relative to the pace of AI deployment across the organization.
That said, the level of specificity in Microsoft's document — naming actual tools, describing actual internal processes, and acknowledging categories of risk rather than speaking only in generalities — places it towards the more substantive end of what major technology companies have published to date.
What Pressure Looks Like From the Outside
Microsoft's framework publication also reflects a shifting external environment. The European Union's AI Act, which was in advanced legislative stages by mid-2022, is set to impose mandatory risk assessments, transparency requirements, and in some cases outright prohibitions on certain AI applications. Companies with significant European exposure have strong commercial incentives to demonstrate that internal governance systems already exist.
In the United States, the National Institute of Standards and Technology (NIST) had been developing its AI Risk Management Framework during the same period, signalling that voluntary industry standards were likely to precede but eventually be supplemented by formal regulation. For Microsoft, publishing a detailed internal framework positions the company as a participant in shaping those norms rather than a subject of them.
Human impact considerations run throughout the document, with Microsoft explicitly citing risks to individuals in domains including hiring, lending, healthcare, and criminal justice. The company states that AI systems operating in these areas carry heightened responsibility because errors are not abstract — they affect whether a person receives a loan, a job interview, or a medical referral.
What This Means
For organisations building or procuring AI systems, Microsoft's framework offers a practical reference point for what internal governance can look like at scale — though the absence of independent oversight mechanisms means its real-world effectiveness remains a matter of the company's own account.
